I don't recall the "pact with Rais" quest pitting one against armed human enemies, though. The first time you are up against such enemies, they already give you a gun.

There is a place in the Slums that people refer to as "Infamy Bridge". On Infamy Bridge, there is a region that contains a lot of police vans, the backs of which have "very hard" locks. They might have a nice glowing sickle for you that does nice damage for a beginner.

Of course, there's also an army of zombies on that bridge.
