for 100% story, just do all the main quests & side quests. If you are talking about 100% like all achievements, you can look for the each achievement requirements and its guide in youtube or google (Also required DLCs to get all achievements). Or perhaps you are refering to other 100%? let me know

Well, since activity like "unlock all safe zones" also in the achievements list, I'd say you are going for 100% achievements. then yeah, you need the DLCs like "the following", "Bozak Horde", "Hellraid". But don't worry, I don't even have the "Hellraid" DLC so I'd just treat it as already 100%

Also I just remember, not every collectibles in game included in the 100% achievements. Like zombie statue or flags, you don't get achievement if you collect all of it (Let me know if i'm wrong).

There's a specific spot where there's a high chance you'll get the wrench, I did the same as the tutorial
