you need to keep replaying the mission pac with rais & halfway through the mission after you speaken to the GRE you go up the route & there should be a rais encounter with hostage you have to replay the mission on a different save

it's not that hard at all the encounters are 90% the reason why it's not working for you is because you are probably redoing the mission on your one save you have to go to new game click advanced & then select pact with rais if you have already 100 percented the game you gotta make a new save & do it that way
