For me what made me love him is that he was messed up but he had good intentions, he was the one who wanted to get revenge against the GRE for what they did to Harran and his brother, and even if he was sadistic and brutal he was a really silly goofy funny fella and also he had a strong sense of justice and loyalty. I love how he fought until his last breath and no matter how hurt and beaten up he was, he never gave up on his goal, even if it risked his life. And in all his pain and rage he still had the strength to be playful and optimistic. I learned a lot from him, after i saw him he became the voice in the back of my head telling me to never give up- I owe him every single one of my achievements and every single time i stood up after i hit the ground ever since then.

Nah it was for the city too- His brother was the only family he had left and the GRE left him to die but the reason he became so filled with rage was because he found out GRE made the virus and that his brother was killed on purpose- When he trusted the GRE to save him. If Rais really was selfish he would've wanted to be saved too, but instead he decided to stay in the city and help- He only wanted his brother to escape because his brother was in a wheelchair

Rais was rich because he was in the military 22+ years ( he was a colonel ) so he used all that money to build the tower and equip his people and the military with weapons and armor and hack the GRE, get the file and then blackmail that he was gonna expose them if they didn't send supplies and antizin to buy the citizens time while Zere and Camden worked on a cure. Everything Rais did he did to buy the doctors time to make a cure

Then GRE stopped sending antizin so Rais kept his promise and exposed the file, he had no choice- But then he had to get the cure file because the GRE depended on him to fix their reputation- That way, he would've taken control of the GRE and made a cure and saved the city while also becoming head of GRE and never letting them harm anyone ever again
