If you're stuck after the water tower and the "Revolution" quest isn't appearing, go to the Tango Hotel and interact with Hakon. This should trigger the quest.

If that doesn't work, If you have a previous save before the water tower quest, consider rolling back to it and replaying the quest to see if it resolves the issue.
You can also finish a particular side quest, like "Out of Your League" or "The Foster Family", can trigger the next story mission.
This is all the solutions I could find mate. Hope one helps you.

Are you sure? Think the only weapons leveling with the gamer are from bundles, the outpost ore the tower. If I use them for example at a level 1 players game they make the damage that he would have with it. But a legendary level 9 don't lost damage only play with low-level players

well my biggest issue story wise is that after the "Renegades attack the center"
that should have been the start of frank/Jackmatt trying to meet up with the butcher after you get the Radio towers working and from that point you meet butcher after jack matts betrayel and decide to give up butcher or not but get the option to still release the water

"Resistance" is the translation and the options are "tactical" and "Regular", however my game locks itself to tactical without any option to actually change it to regular
