It's an ingame issue, a programming error.

Nothing can fix it, but techland, it hasn't been fixed since the game was released.

Yeah. I had a computer that was weaker than my laptop. It wouldn't even be able to run Dl 2 at 30 fps on minimum. But Dl 1 didn't lag there, though.
