The x-bow - how it feels, aims and works - was drastically changed about a year ago. In one of TL famous Community Updates.
It went from one of my favorite weapons to 1, or 2 uses a month.
Now you can hardly aim, parkour shot is hard to pull (because of removing that little aim assistent) and the most annyoing part: the reticle feels always off and/or get blocked by the x-bow texture.

This quest requires some DOs and DONTs.
Short: when you reach Central Loop, do nothing except following the Main Quest and wait till a (side) quests called Renegades will show up.
After that visit the Fish Eye and talk to a guy sitting on a table next to the Barkeeper dude.

2 biggest problems: if you conquer the Fish Eye Metro, this quest will be blocked. Also if you do the (Garrison?!?) Bandit Camp.

Oh, before the guy on the table appears, I think the Bar Keeper has a side quest, too.
Rats in the Home or something. After this, the Kill Quest will appear.
