He is a part of the quest "Unruly Brother" and will show up only if you dint activate Larch Windmill b4 you reached the store where Barney went for crystals

and will ask you to activate that windmill

But not those weapons having 10k+ dmg

Probably a modder joins their lobby and drop weapons.

That’s how I got some crazy weapons in dl1

all the DLC weapons are scaling dmg so they wont do high dmg til lvl 9
and get heavily outscaled by lvl 9 weapons from pilgrim chests

People are showing the damage of their weapons with the buffs they get from armor+legend levels ( max legend level mastery doubles the weapon dmg)
so if you stack your buffs you can easily get up to 1.5k-2k dmg weapons

Exotic lvl 9 weapons give the highest base dmg
and can range from like 700-1000 without buffs something depending on the type of weapon

Not moded! U can use advanced view on weapons to check legend lvl and gear bonuses + affixes.

besides Exotic Grimsteel Daggar is my go to weapon for volatiles hunt as well especially with Fling mod on
