When in the "Inspect" weapon view is there a way to move/raise the weapon upward on the screen?

I only see control options to zoom, rotate and reset and have found no other controls that work.

Lately, I'm noticing a lot of volatiles just standing still in place during the in-game nights. They turn their heads left and right and breathe very heavily. Otherwise, they don't do anything, though. Is this intended? It's mostly the ones on the rooftops, the ones in the streets usually patrol, but can get stuck behind objects where the AI apparently does not know how to get unstuck.
