The choices do matter. who gets the water / electricity effects what things you have available to you in game, how you play the game. is it safer on the ground? (peacekeepers) or is it safer in the rooftops? (survivors) they both have different styles to them. I guess maybe they could have had different zombie types attached to whoever you give control to, but that kinda doesn't make sense. What they could do is to change the layout of zombies during the day / night depending on who you sided with, or what tier your siding is at.

from what i understand: sometimes the rewards for getting some of the clears for these things are wonky, it'll reward you the xp and clear bonuses for stuff other people unlocked when you join their co op sessions sometimes.
all i can really tell you is that if it isnt fixed by restarting. your best bet is to just NG+ and thug it out and find the last inhibitors on ng+ playthrough if youre not looking at guides or anything. or you can send a support ticket.

hopefully the RNG is done right tho, it's fun having a lil bit of RNG involved but it depends, if the RNG means you can get an artifact, legendary or exotic weapon, the exotic one having only 10% chance to drop for completing the raid, that's quite bad, but if the RNG means you can a guaranteed exotic weapon, just a different type (katana, axe, machete, etc.) then that's fine
