if you do not have him unlocked yet you must complete the lost armory mission, if you do not have that yet, progress your story

after you get to level 3 with him you will be able to purchase all the guns

if you use a melee weapon, you will almost always take unavoidable damage

and its usually like 2 healthbars worth
