1st: They were re-spawnable on timers.
2nd: they became blueprints that you recraft them.

A good army would start grabing medievel armor.

inner2: gambisen
inner3: leather

nothing the survivors or infected have is getting through that.

Then add shotguns for good messure. and we know ammo is everywhere they just didn't have guns or any living gunsmiths.

Lore wise I think I know what happened in the city.
