There could be small events that rarely occur where Aiden has to visit an Electrical Substation (not the big ones, some new smaller ones like in the first game) that you have to reactivate/defend to keep the nearby safezones active

Otherwise, if they're inactive, the Survivors inside would just close their doors and hide until the electricity is restored

Could have mini ones found in the infested buildings under the windmills, but also have whole new locations that kinda subdivide the districts into smaller regions, so most safezones are powered from those substations
