Just as an FYI New Game Plus is available once you finish the main story. You get too keep all your Levels, Skills, Agent Mission Levels, Inventory, Weapons etc, only Story and all Side Content get reset.

Yeah, you only have enough inhibitors to max out either Stamina or Health. The rest are locked behind New Game +, but Abberations are available for everyone, as long as you've already defeated a GRE Anomaly
