Yeah bundle event and blueprint weapons scale to your level pretty much anything that does not show a level for it scales to your current level

Untill you hit level 9 think thats where it stops but if you got a level 3-4 weapon once you go above level 4 the level of that weapon stays the same but anything new you obtain is set to your current level with the max level it reaches being 9 however bundles event pilgrim outpost blueprints are the only expections that could continue to scale i think

I personally think, and I do know alot of people has asked for Elysium to be added to the game but I think that if enough people continue to ask about it then there might be a possibility it could be the setting for a future DLC, I believe one of the metro tunnels are still connected but buried perhaps? maybe lore wise it could be cleared or the first mission could maybe be you helping whichever faction you sided with clearing the tunnels of rubble and infected, and reaching the other side you could encounter a new faction or even maybe 2 other factions and there story could have them at a stalemate for that region of Villedor and that is where you come in.... Just my thought though

I dont have high hopes it will be in the Dec update but I dont have a clue which parts of the roadmap the developers are more focused on.
The features I am most looking forward to are the Nightmare difficulty, Nightrunner tools carrying over into NG+ and mission boards.
Aside from that features and changes I would like to see added to the game is a rework of the dark hollows and forsaken stores, changes to the vendors and more immersion or things to interact with in the world.

Yeah I can see that being the case, I do hope you can bring them parts and scrap and have them make makeshift weapons, another way we can acquire more modern weapons is maybe new "supply run" missions that take you outside the walls to a police station or a military outpost that's overrun, or one that is more likley, maybe there are safes scattered all over the VNC or surrounding skyscrapers and you cant simply lockpick all of them, some might need a safe code or others a key. I can see having a few of them be aqquired in free roam and other tied to the tower raids

Yeah there will probably be some sort of makeshift ones you can get easily. But more modern guns will have to be crafted by tolga and fatin or found in stashes.

Aside from that I would also like a rework for shop vendors, I think the craftmasters are in a good place right now.
In DL1 shops got new weapons and items in stock the higher your survivor level was, Think that system should also be in place here so for every Rank you climb from 1 to 9 shops will slowly expand to include new items and stock more of them.
Not saying that you should be able to buy the best weapon in the game from a simple shop but it would be cool if they had their own unique pool of weapons they could potentially sell or having a "Item of the day" request that sells for a bit more money.
Shops could also sells new consumables or other items that you either cant loot in the world or craft on your own, no idea what they could be, just a thought to make them unique and more then just a valuables dump or quick stop to buy materials from.

The only excuse I can think of is that the snow glitches out at parts of the map where there's a lot of closed in interior

Which would leave a lot of spots open with no snow at all

Usually the orange encounters in new game plus drop decent gear.

It's very random tho, I never got a full tank set because it always drops either medic, brawler or archer stuff

So kinda depends on your luck
