On steam you can go to their profile and report them

your best bet is just to report them on the service they play on; Steam, PSN or Xbox. Which 99% of the time doesn't do anything, but it's not like there are other options.

Tl:dr

Zaid flares over regular flares
get used to a higher sensitivity and tracking faster hunters, or just hunters as a whole. That is life and death
Learn the secret ways of the insta-flare (press whatever button it is on pc to look back and then the equipment button)
my personal weapon loadout is a machete/khopesh, a xbow, a heavy, and a knife. Doesnt do me wrong.
equipment loadout will generally be flashlight, zaid flares, grappling hook (optional but recommended), and shield or a booster of sorts instead.
Learning what a hunter might or can do in any space is massive. If you're in a corner, they'll insta tackle or gp and claw a bunch, leaving you stunned, and unable to kill them. So, position yourself if possible in advantageous positions.
if you can, start remembering where nests are and where they spawn, the fastest way to get there, etc., it helps so much.
if you killed a hunter and are at the nest, know which ones are more dangerous to be around when the hunter is near, get them done FIRST.

Playing human is a lot more complicated and can only be communicated through experience and practice but those are small things off the top of my head before i shiver myself to sleep in this chair

One last thing i recommend. Start watching some of the people on youtube play. Some of the bigger youtubers are actually fairly decent at btz on both sides, or at least were. Seeing what they do, when, and not copying but understanding their decisions to run out, or not to run out is a pretty big thing

But i've won some matches pretty handily with a low level hunter against 2 people mostly. The only skills that're "needed" to win a match are speed, tackle and maybe horde spit for pressure. Past that, it's all mechanical skill like vilk said.

But yeah the people that get matched together is kinda wack. But the game goes for best match available, not best/closest in skill
