Not necessarily. People do create pak files with just the performance and video SCRS in it only. Sure the ones that China develops are probably cheated but not the ones you create yourself and pass on to freinds that know you don’t use anything to give advantages

Fps paks aren’t hard to make and they don’t require anything cheat related within them

Simply it’s removing fog and other debris that could cause fps drop such as maybe foggy water or even shadows and fire on cars lowering there flames can help you’re fps too
