When you pounce someone, they're able to UV you during the small time in the pounce animation before it's a confirmed kill.
The only situation where they cannot UV you is when they're knocked over by a pounce slam or tackle "slam" (the little aoe knockdown that tackling someone causes)

It’s situational
Impact is great for killing the Hunter faster since the damage is dealt near instantly
But if you know the Hunter is going to live from the fight you’re in, or you’re in 2/3/4v1 and the Hunter is tankier, the toxic bolt is great to stop the Hunter from regenning HP outside of combat, since it will still take damage slowly over time.
Also toxic slows down the UV heal animation

Even if you successfully pull it off there's always gonna be a fraction of a time where you will be exposed with no active UV. The idea is to minimise it as much as you can.
And EVEN then, a Hunter can just predict you and just GP you as you throw it lol
