I mean you can customize every facet of it down to the weapon art of the weapon you use
In Sekiro you just have a sword, Shinobi tools, some items, and a deflect button
Now if your talking in terms of flashiest or most satisfying I can agree or atleast understand that perspective but the best? No way
.
Now in terms of bloodborne, truth is, I really only say that because it's my favorite game but it still has a more interesting combat system than Sekiro. I mean theres plenty of weapons and each one is very unique AND provides two different styles of combat with the truck weapon system.
Also how the game is difficult but allows you to have 20+ healing items and has the rally mechanic which forces you to constantly be playing more aggressive than you might be comfortable with.
The gun parry mechanic is a really cool. I like that you can dash back, parry at range, then dash back in for the visceral attack
And also the fact that being locked on gives you the dash and not being locked on gives you the dodge roll gives combat a depth no other fromsoft game has, and I'm pretty sure it was by accident.
Lastly all the runes and weapon upgrades make the combat and build potential very unique and personalized

Bloodborne is VERY different from dark souls and Elden Ring has a heavy dark souls influence but it's still pretty different in how customizable the combat is to fit a unique play style.
How customizable is sekiros combat? You have the choice of which Shinobi tool you want to level up, which skills you want to go for, and which items you want on your quick select and that's about it.
I mean it's not a bad thing, it's the way the game was designed. But it would be ignorant to disagree the fact that it lacks the depth something like Elden Ring has.
I respect Sekiro for having what is essentially 1 play style. And I really like it, the game consistently kicked my ass for trying to play it like the other fromsoftware games, it MAKES you learn and get very comfortable with the mechanics very early on

Then you have dark souls 3 where you just take gradually more damage and with spook or silvercat you get the elden ring effect where you either die or take no damage
