I think everyone gets a bit of stuttering here and there regardless of hardware, the game engine isn't really suited to an open world

it's also capped at 60 so depending on your resolution your gpu might not even break a sweat, the stuttering and lag is more load in issues

It's one of the downsides of seamless open worlds, you can get rid of loading screens but data still needs to be loaded and unloaded. If you do this in the background during gameplay you are going to have performance dips, especially in a newly released game that is pushing newer hardware closer to it's limits

Silly mindset, but you can also go too far the other way by over leveling and trivialising the whole game
