It's not an issue to not enjoy it, I mean, any game has a niche, more or less big. It's an issue with saying it's fundamentally bad. They delivered a lot of what they promised - initial game plan presented in 2012 was leaning heavily on atmosphere and tone - and they indeed underdelivered on some mechanics and places - there's no denying on that. So ultimately, reviewing such a game requires to balance positive and negative, not rating only the degree of what's not there. One can like or not like the game as it is, provided they actually looked at it (better, tried it for real), but it's in no way a bad game. It's arguable that there was bad company practices, and it's another debate, but it's not a bad game [Disclaimer: the only version I rate is the PC version, on a decent machine]

tl;dr: bad marketing, bad release of what is at core a good game (something I sometimes call the Bloodlines effect)

Ultimately, what made Cyberpunk fall into the category of "good" to me, and I'd even say "unforgettable" (but that part is subjective) is, it allowed me to do and feel things I couldn't in any other games, bringing something unique on the table, and I value that extremely high in a game - it's not a single part, it's an ensemble of things, including the setting
