Either they were riding the 4k graphic hypetrain too much like with the grass/level of detail, or put too much below the surface instead of putting it behind a door with some short loading to swap between them.
I'll take a moment of loading for a mission over failed optimization etc...

Running it on high or almost max even, with a good 50-60 fps easily on plains etc open world map.
