It had quite severe glitches that were fixed mostly during the first year, if I remember correctly. It managed to not have really game breaking glitches.
Now, since I played through every bit of content of CP77, I can't say I encountered major game breaking glitches, but a few minor ones on side content, so I'll admit it was a bit more broken. But not unplayable (on PC)

Maybe it's better to keep it simple. So far what's sure:
-The hype needs 2 parties to build up and players are partly responsible
-The only lawsuits that have ground to stand are investors complaining about being lied to about the state of the game on old gen consoles
-These lawsuits will be complicated because, if CDPR sure messed up on that front, there is a responsability from other investors who were pushing the game to be released
-Keanu Reeves fees sure were expensive but considering the global budget of the game, I'm not sure it has a major effect on development
-The idea to explore Silverhand's character was backed by the creator of the tabletop as far as I know
-The side content explores much more than just Silverhand
-The game does have "missing chunks", though they are minor, I admit they are apparent (to me)
-The game did have really tough glitches (even on PC), though rn most of them have been fixed
-AI behaviour can be criticized, but let's also mention that people have been looking at it with a magnifying glass due to marketing ; in all likelihood, no one would have paid attention otherwise, as it's not worse than other games (but not better either)
-The game is successful on many aspects, though all the medias and vocal people spoke about are where it came short
-Finally, the game was heavily mismanaged, as it seems it was the case for other CDPR games, just worse ; nevertheless, not a single game today attempted to deliver the universe it was aiming to deliver, and none come close to that result
