Eh.. I suppose. I wouldn't say you need to play Dishonoured 1 to understand the second one, but it doesn't hurt to do so in order to appreciate the lore and world building.
Though I would say the DLCs of Dishonoured 1 do play a major role in how you perceive the story of Dishonoured 2.
