Through mods. But I guess the reasonable explanation for that is the Sanctuary Hills is the starting point of the game, and any other workshop far from it can be considered higher level area thus giving you more powerful turrets to build.

Each turret level adds a different ammunition type to it (which you don't have to refill it), but yeah, higher level locations have stronger turrets.

Not sure why they don't give you all of them once you encounter the most powerful turret type you can get.
