The apogee sandy is in the place where you found evelyn at the vodoo boys hideout, you can go back in there and loot the place again cause you might've missed it. There was a body check you had to do to a door to get in the specific room. Make sure you make a save before you enter the place cause it can either alternate between the apogee or the falcon. If you get the falcon, just reload save and walk in again
