The game is aiming for a lot of things at once. Their engine can only hold up so much pressure. Lowering down the resolution / textures might not help it keep a constant 60 FPS. 
But then again, I know jackshit about game development.

And a game that's primarily gonna be played in first person should be atleast 60 fps on next gen hardware
Compare RDR2 (steady frame rate, optimized) to like Gotham knights for example (unsteady frame rate, unoptimized) and you'll immediately notice a difference
There's really no good excuse for a 2023 game to not have a 60fps option for current gen consoles

They just launch, suck for a while, then modders fix them

Fallout 76 was created and managed completely by a specific branch of Bethesda that newly started up (Bethesda Games Austin). Bethesda Studios Maryland is where the heavy hitter ES games were developed (as well as Starfield). Austin was given the code for Fallout 4 and basically retrofitted the multiplayer aspect into it. There's a specific reason and downward trend associated with the branch, which is most likely why it failed.
I never said that it would be a good game. I said that I would sacrifice 60 FPS for a great experience, than get 60 FPS on a mediocre one. Never did I say I was going to pre-order, nor did I say anyone to do so. If it's wrong to have expectations, especially after a 40 - 45 minute presentation, then I guess I didn't learn my lesson.

Reducing a game's resolution does not increase the cpu load.
Not directly anyway.
Lowering resolution usually increases fps.
Increasing fps increases cpu load.
So sometimes lowering resolution increases cpu load, but it's only due to the fps increasing.
If you capped your fps at 60 for example, the cpu load would be the same at 1080P or 4K.
