My thoughts on it being an overhaul are this: It's using an already existing game and building upon it and changing stuff to mimic an older game. The mechanics of Fallout 4 are still there, but they're adding just the story and world of New Vegas into the game. They're not really making it from the ground up since they're using already existing assets and porting them to the new game, and it can't be a remaster either because they're changing the mechanics significantly

When i hear a remake my mind automatically goes to stuff like FF7, Mafia: Definitive Edition, RE2/3 (not including 4 because it didnt come out just yet so i cant fully support it even tho im pretty sure its gonna be goated too), on the other hand recently i've noticed a trend of a bunch of games that are sold as remakes but I personally don't feel like they're anything more than glorified remasters (the main takeaway for me on these is when it feels like i'm playing the same game but if the devs made their own bunch of mods on PC and installed them then sold you the game again), obviously because they're the actual devs they have a higher level of access into the game so the results are always better than what modders could do (unless the game is skyrim or GTA and the devs are an L), to elaborate on that i have these 2 points :

• Out of all the recent games that were explicitly termed as remakes, i haven't seen the community complain about the quality of any of them or even question whether it's an actual remake or not until TLOU Part 1, why ? and why were alot of reviewers throwing around the narrative of "it's not worth 70$ if you played the original, wait for a sale" ? you could've used that narrative for any of the previous games but everyone universally agreed that they were worth it even if you played the originals, this is what i feel like separates games like the last of us remake and RE2 for example, if you played the original game you'll feel like you're playing the same game again for the most part (especially true considering TLOU already was remastered for PS4 back in 2014), if i'm gonna buy a "remake" of a game i personally expect a new take, like mafia or the RE games did, especially now that i've been spoiled by those, the plot is not gonna change obviously but how to get to it is what's gonna be different, i can remember the characters, the events, but not literally put the 2 games side by side and have one look like what could've been if the game actually came out today and not back then, that's my take on remakes (regardless of whether you think it goes along with the definition or not since that's my POV)

• To follow up on the previous point, i'm basing everything i'll say here on the 2 videos they posted so far about the remake, the first thing i noticed is how in their added features videos they had 2 main new mechanics, the first being a reworked audio system, isaac breathes more naturally and it reflects how he would act more realistically, a brilliant addition as i'm a sucker for good audio, the 2nd is an improved flesh system for the necromorphs, from what i saw it's basically like the destruction / debris system in the red faction games but for the flesh of the actual necromorphs, so the game is just gonna be more gruesome and have alot more blood and shit popping out all over the place, also a good addition, the 2 other improvements i'm aware of are isaac actually having a voice this time around, as well as the removal of loading screens, so it's gonna be like the GOW games where you can finish it in one sitting with no loading whatsoever, all great things to add.

Now here's the thing, i was expecting more considering this info was all posted months ago, and i was assuming because they've already went ahead and made all these changes they're gonna be complemented by also having a different take on the game and how things go down, but then they posted the first 15 mins video and when i watched it my initial reaction was the crying seal gif, it's just not what i had in mind, sure the graphics look good but other than that from my perspective if you put it side by side with the original and have an AI playthrough both of them at the exact same time (and remove the loading times from the original) you'd be looking at the same result you'd expect from a remaster, to give you an even better perspective i previously mentioned Mafia : Definitive Edition, this was a remake for the 1st game that similarly to RE2 took a different take right, there's also Mafia 2 Remastered which is a remaster of the 2nd game obviously, what i was expecting is a Mafia : Denitiive Edition, what i saw leads me to believe this is gonna be a Mafia 2 Remastered (i'm ignoring the naming, specifically talking about what's actually in the game)
