Stadia is garbage because first of all unlike all the other major cloud gaming services they don't let you use games you already own on other platforms, and then there's the obvious problem of the library which all of them suffer from unfortunately (except the services that literally give you your own PC that you can use like a regular one, shadow being one of them)

my top 4 would be Shadow > Any of those platforms where you can pay hourly and you can install any game you want > Boosteroid > Geforce Now

they barely do sales on stadia too so you're paying more for an imaginary license with no true ownership that would be useless if the service ever gets shut down on an inferior platform
