It's a physics engine used in GTA4 and RDR2. Basically instead of pre set animations or predetermined set of ways the physics interact with the environment, euphoria allows for it to be rendered live and realistically.
Say if you shoot someone in GTA4, they might put their hand over the bullet wound and try to run/limp away before eventually falling over and bleeding out. Since euphoria was used for this none of it I'd scripted, it's essentially an AI that comes up with a realistic outcome for how someone would react to being shot.
GTA5 either doesn't have this or it's used to a lesser extent because most of the time people just collapse and die when shot and it's never brutal, violent, or all that realistic
Another way to look at it is in GTA4 the models are always under the "spell" of the physics engine. It's why you can see people trip and fall when walking on elevation or you can push people over realistically.
It seems that 5 doesn't have this. Each model has essentially an on/off switch. When they are alive, all the physics don't seem to be applied to them. They can't trip, they can't fall realistically, but the moment you kill them they become a ragdoll

Here's an example of negative criticism. I liked Jackie's character and found his death to be kind of weird and abrupt. Really wish we got more time to get to know him and would have preferred that montage at the beginning of the game to not be a montage at all but a playable arc of the game where you kinda rise through the ranks as a mercenary in night city all while getting to know Jackie.
This is negative but not hateful. I'm staying something I dislike about the games pacing, writing, and story. But lessening the blow by mentioning that I enjoy Jackie's character and that's the sole reason I would have enjoyed seeing more of him
