Because everything the game has is fully realized and fleshed out. There's no part of it that feels any less quality than any other part including mechanics, enemies, weapons, etc.

It's also a very revolutionary game. It's the best use of the open world format to have ever been released and it understands how to give players freedom.

It's also very unique and provides tons of replayability
