Yes, it's been a grueling trouble shooting process. I have done more than you can imagine. It's probably at this point a mobo / cpu incompatiblility since that was the iffiest part of this build.
I got a 9800x3d on a b650 mobo so I had to update Bios and that might be what's contributing to the poor 1% lows. Everything else performs beautifully. I guess I could throw the old cpu in to confirm, I'll do that today to be sure but it still sucks because a new mobo is so much more work than I wanted 😭

Yes 98% sure. My motherboard came out during AMDs 7000 series cpu but with a BIOS update it added support for 9000 series. I got a 9800x3d for that slight bit more performance knowing it might be incompatible but I did the bios update and it turned on so... I just think I got unlucky with my pairing of parts and I should've gotten another 7000 series cpu like the 7800x3d
