You probably obtained the blue one at low power level, since the only thing that scales the guns' power is power level. After about power level 10 it goes back to the usual cap (e.g. 8925 for semi auto shotguns), but it scales higher the lower the power level you are. The sweet spot is around 2-4

If you want some good weapons before you take on ng+ i recommend prision challenge. It doesnt always give them but i have gotten some good weapons from there
