Just quit the game and start the game again and there resawned the location where they were. Suicide1996 YouTuber even show you how to do it as well.

i had the perfect hiding spot to snipe a bolter since i needed their flesh to progress in the main story, but i realized i had to leave the area for a bit to let zombies spawn. which of course resulted in some volatiles also spawning and ruining my plan.

Your best best for getting them is going to one of those safe zones, sleeping till night, shooting at the bolter, then throwing a flare/firecracker and looting them
