Damage on Corrupted Justice is 957 and that is with upgrades and two legend levels or so

Gust of wing is 900 damage, it can't be upgraded so only legend levels boosting the damage of it

It might have to do with protecting your dominant hand while leaving the other to be more dextrous since putting on a glove takes away some sensory feedback that you may not want to lose in both hands in certain situations. At least, that's my take on it.
