My own theory on who/what the night hunter is; though peice-mealed and not well researched: Volatiles are metamorphized from other zomberts that have some unknown/categorized traits. The night hunter was once a runner-esq individual maybe from the tower, maybe raiz goon, that was in the process of being turned into a volatile but the process got interrupted, but the subject survived.

The interruption causes unmitigated mutations. Most times the subject flat out dies, sometimes it becomes one of the variant zomberts we see, but in this case it became the night hunter

Yes, there are quarantine zones. You can do them at any point.
