at best survivor rank 22 and upwards. katanas are somewhat rare even at max legendary rank so there is only the threshold when they show up at the merchants and that should be around 22 or 23 ish. so depending on your difficulty settings and your patience buying 2 or 3 orange/purple katanas should be enough for the game if you upgrade the durability.

I haven't finished dying light and just got to sector 0 and i feel like there is much more to acomplish

@charred latch it depends. the weapons available at the merchants are based on your survivor rank, also strengh and agility are important to avoid fighting or make sure you win the fights. sector 0 is pretty short if you only rush the main story but there is a good amount of sidequests and exploring to be done. also like troy says: in sector 0 the infected are more dangerous meaning you will see more "high tier" infected like toads for example.
the biggest difference between the slums and the oldtown are the heights. almost each and every building in sector 0 is at least double the height then the ones in slums so either stay on the roofs or prepare to climb back up. also roads are pretty narrow and filled with blocades and of course infected. so if you want to play sector 0 slowly and include the sidequests i highly recommend the grappling hook.
