I'm not sure what is the argument about, DL 2 was much larger but much less well received, because the parts felt disjointed, trying too many things without a cohesive direction. The Beast sure is smaller but does what DL is expected to do very well, and in some aspects better than DL1. That is a successful attempt to me.
Now I would say the next game will definitely have higher expectations in scope, but delivering a smaller scope to reconfirm they handle and master the core concepts seems like it was a good idea to me.
