unbalanced just means that one of two components is impacting performance by a significant margin. Most games right now are heavily GPU bound, but yours is just running at 50%

for the record, I'm on a 9800X3D and 5080, and my GPU is almost always maxed out with my cpu running at 35% even on max settings

Untrue. The first early implementations in games where it was implemented post hoc to make a few things like shadows look a little more pretty is of course nothing very noticeable but newer games do get a pretty big boost in lighting "believability". The beast RT showcase has a room that looks like crap and once RT is on the light bounces around the room in a believable fashion. It's gonna be really good.
