The problem with the DL2 story for me is this: The Waltz/GRE/Mia storyline is actually pretty decent but the way its dispersed throughout the main quest is so patchy that by the time you get new information or follow up you've already forgotten what the fuck is happening. Took me three playthroughs before I was like "oh yeah, I understand this now." Meanwhile the faction storylines are the ones that suffered the most from Chris Avellone being fired so there's a bunch of shit that's just missing or not properly shown to the player. I'll never forget my first playthrough I sided with the PK's because all throughout the game they're actually reasonable decent people...then once you're fully locked in with them at the ass end of the game Jack Matt becomes a piece of shit out of nowhere AND THEN you get that ending cutscene that's like "SURPRISE those guys you work with are hanging people over water now GG NERD"

but to better talk about the story, its not that hard but around the part where everyone is questioning why the butchers men are being so blatant should have caused aiden to meet with him not during the epilogue but after you establish the radio tower making him trust you a bit and revealing that waltz has been taking his men turning them into those renegades you see in the city then to further give you more room to play with there would be a reason to unflood the city in a "safe" manner so butcher could expand his territory but giving you access to supplies for everyone so you could also choose butcher/ survivors or PKs
I like DL2 alot honestly and central loop is easily the best map ive seen in an open world game especially how well it compliments the parkour aspects
