That's plain bs, there are several factors defining the bottleneck, such as a significant headroom left for the gpu and less for the cpu, that's even if the cpu is capable enough of meeting the physics tasks and the frame generation and transmission at once, if its not, then the increasing resolution thing won't have any affect unless you reduce cou intensive settings like distance scaling, physics based settings, volumetrics geometry etc.

IT professional here, first thing to learn is sand makes the magic happen, that and witches, we get the witches to cast spells on the sand so the sand can do math, sadly it's not smart sand so it can only do 1's and 0's math, it can't count that high, next we take the math sand and press it in to tiny bricks, and lots of them, cause it takes a lot of 1's and 0's to count to any workable number, several gallons of coffee later a developer comes in (me) and talks to the magicked sand to make it do even more complex math, the coffee is important because without it talking to sand might drive you crazy
