Making a horror/action story that is about two sisters traveling across a horrifying oceanic world. I don't know what the cover should be. Should it be them hiding from a giant sea monster behind a wrecked sailboat? Or should it be the beach behind them, maybe some creatures in the distance?

Do I want them coming in to read a story about giant sea creatures constantly hunting them down? Do I want it to feel less action oriented and more about the feeling of fear?

Or should it be more open to interpretation? Have a beach with definite atmosphere but no clear emotion. Some people might think it still looks horrifying, others might think it's depressing, etc.

I just don't know if I want people to know they should be scared and prepared for horror or if it should be a lot more general

I find it best to be about the emotional distress here than the story. Since having them scared at every corner can make some conflicts for others as well, keeping the story going.

As for cover , probably swimming with the monster beneath in the deep ocean like Jaws.
