I have no idea if plugins exist to do that, you'd have to listen to every Set Slot packet and if the ItemStack in it is a shulker box replace it with a new ItemStack that is just the material with no extra metadata
Or you could get fancier and clone the ItemStack then strip the inventory out so you could keep custom names and such
You'd still actually have that stuff it just wouldn't show to the client until they put the block down and opened it
