Usually zones are designed to take you through their whole level range with you doing the bare minimum
So if you have any xp boosts or do any dungeons you're gonna outlevel them
If you're outleveling zones post-scaling then you would have been drastically outlevelled before shadowlands
Generally people don't play for the story and just try to speedrun max lvl so if you want the story you're gonna have to play through some useless content
but still idk, you're describing something that was a problem for a long time but then they solved
