`99% of plugins barely use any memory, so RAM upgrade is unlikely to help in terms of plugins
farms mostly use CPU power and not much of ram, however getting more cores wouldn't help here as this part of minecraft is single threaded, unless you have only 1 core in which case it'd help to reduce load on the 1st core by moving multithreaded stuff to another

stuff can happen that can spike memory more than its tuned for, but if you tune for the infrequent worst case scenarios, youll hurt yourself in the 99% scenario

it crashed twice before it even wanted to load fully

@ebon plinth My suggestion: either fork out a few dollars a month to a reputable shared host (ExtraVM or DedicatedMC) or if you must insist on a home-hosted solution, buy an old office PC from eBay or Craiglist, install an SSD, and install a server-focused Linux distribution.
Both are far better than the two setups you're considering.

Any office PC with at least a Core i5 made after 2013 or so will be more than enough to host a Minecraft server as long as you replace the hard drive with an SSD.
I also strongly recommend using Linux to host your server, it will use less resources.

you're going to max at 625MB/s due to usb 3.0, and HDDs are simply too slow for MC these days. You'll notice common lag spikes as the world tries to save, and the server will be very slow to boot up
