I guess I could, but some people have gone several million blocks away and created small "hubs", so it's not as easy as just limiting the world radius from (0, 0) to something relatively small. :/
Is there an API call that would let me upgrade a chunk to 1.15, when running on a 1.15 Paper? I'm thinking I could perhaps forcefully upgrade all protected chunks and those within a certain radius of a protected chunk, and then let the server upgrade all others on the fly, as players visit them.

@Kottizen#0000 dfu basically looks at your data and calculates the best upgrade path. If you manually go from version to version, you do upgrades with an old dfu version and potentially have a worse output
