Hello! I am considering to update my server from 1.13 to 1.15 or 1.16. When it was updated to 1.14, the update had to be rolled back because of massive lag. In terms of performance, which do you think is better; 1.15 or 1.16? Do you know of any caveats or do you have any other recommendations in my process of upgrading? (I will force a world conversion first with 1.14.4 and then with 1.15.2,

A lot of the performance hurt is mitigated by using aikar's flags and applying the full optimization guide, and giving the server plenty of ram. the standard is 10 gigs, accounting for the 4gb overhead (2gb jvm, 2gb system)

simp: I think I've followed most of the tips in the optimization guide. I remember 1.12 running fine and 1.13 runs quite alright, but 1.14 was a nightmare. (The player count peaks at 80-90.)

for a high player count on these newer versions, you need to focus on a good physical CPU, no more shared hosting you need a dedi with a good cpu that is battle tested (@spare venture might know which CPU is good to get), and use Aikar's flags with plenty of ram like I said, and then make sure you've done the optimization guide fully as there may be new options since 1.12/1.13
but definitely, good CPU and fast ram. SSD is a must, if you have an HDD you will die
so this could mean that moving hardware is in your future depending on what your current machine is

The JVM uses multiple threads in the background for garbage collection and compiling native code. Minecraft packets are received (and encoded/decoded) on a separate thread pool. Paper adds async chunk loading, though I think this is mostly because Spigot made it single-threaded.
