Elliot(Elijah)per-player-mob-spawns does limit mob cap around each player instead of entire world. This will not decrease per world mob amount. This just split mobs across all players so one player will no longer take all mob cap and others will see no monsters for example.
This basically does not affect perfomance, but as for me it's useful feature for players.
