You can use a farm limiter, mob limiter, villager limiter, pillager limiter (yes all of them) over it and follow the paper optimization guide from cover to cover. Please, remove clearlag and never install it again. It does you no good whatsoever.

it can also come down to your hardware though, which is a whole other universe of issues. If you're choking the server by not having robust enough hardware (1.14 needs it), then there's not much either plugins or the guide will do for you. But in any case, I suggest you apply them anyway.
