Might be a spigot thing, but mobs aren't nearly like vanilla. I have it set to hard, and there are hoards of zombies, spiders with potions, etc. None of that is happening on my spigot server

Civlac, the moon phases have a lot to do with it as well. The fuller the moon, the more difficult the mobs that spawn
theres also a regional difficulty modifier. the longer you stay in an area, the harder it becomes
